Originally classified as an armored cruiser, she was built in response to the Brazilian battleship Riachuelo and the increase of naval forces in Latin America. She dispensed with full masts thanks to the increased reliability of steam engines by the time of her construction. Despite these advances, Maine was out of date by the time she entered service, due to her protracted construction period and changes in the role of ships of her type, naval tactics and technology. It took nine years to complete, and nearly three years for the armor plating alone. The general use of steel in warship construction precluded the use of ramming without danger to the attacking vessel. The potential for blast damage from firing end on or cross-deck discouraged en ├ęchelon gun placement. The changing role of the armored cruiser from a small, heavily armored substitute for the battleship to a fast, lightly armored commerce raider also hastened her obsolescence. Despite these disadvantages, Maine was seen as an advance in American warship design. Maine is best known for her loss in Havana Harbor on the evening of 15 February 1898. Sent to protect U. Interests during the Cuban revolt against Spain, she exploded suddenly, without warning, and sank quickly, killing nearly three quarters of her crew. The cause and responsibility for her sinking remained unclear after a board of inquiry investigated. Nevertheless, popular opinion in the U. Fanned by inflammatory articles printed in the “yellow press” by William Randolph Hearst and Joseph Pulitzer, blamed Spain. The phrase, Remember the Maine! To hell with Spain! , became a rallying cry for action, which came with the SpanishAmerican War later that year. While the sinking of Maine was not a direct cause for action, it served as a catalyst, accelerating the approach to a diplomatic impasse between the U. The cause of Maine’s sinking remains a subject of speculation. In 1898, an investigation of the explosion was carried out by a naval board appointed under the McKinley Administration. The consensus of the board was that Maine was destroyed by an external explosion from a mine. However, the validity of this investigation has been challenged. Melville, a chief engineer in the Navy, proposed that a more likely cause for the sinking was from a magazine explosion within the vessel. The Navy’s leading ordnance expert, Philip R. Alger, took this theory further by suggesting that the magazines were ignited by a spontaneous fire in a coal bunker. The coal used in Maine was bituminous coal, which is known for releasing firedamp, a gas that is prone to spontaneous explosions. There is stronger evidence that the explosion of Maine was caused by an internal coal fire which ignited the magazines. This was a likely cause of the explosion, rather than the initial hypothesis of a mine. A cofferdam was then built around the wreck. The Maine now lies on the sea-bed 3,600 feet (1,100 m) below the surface. She was the first newly constructed American battleship to enter service during World War II, and took part in every major naval offensive in the Pacific Theater of Operations; her 15 battle stars made her the most decorated American battleship of World War II. In the Battle of the Eastern Solomons in August 1942, the battleship’s anti-aircraft barrage helped save the carrier USS Enterprise, thereby establishing the role of fast battleships as protectors of aircraft carriers. In all, North Carolina steamed over 300,000 miles, carried out nine shore bombardments, sank an enemy troopship, destroyed at least 24 enemy aircraft, and assisted in shooting down many more. Her anti-aircraft guns helped halt or frustrate scores of attacks on aircraft carriers. Although Japanese radio announcements claimed six times that she had been sunk, she survived many close calls and near misses with one hit when a Japanese torpedo hit her port side on 15 September 1942. By war’s end, she had lost only ten men in action and had 67 wounded. One of the “nine ships to rate not less than 74 guns each” authorized by Congress on 29 April 1816, she was laid down in 1818 by the Philadelphia Navy Yard, launched on 7 September 1820, and fitted out in the Norfolk Navy Yard. Master Commandant Charles W. Morgan was assigned to North Carolina as her first commanding officer on 24 June 1824. In 1845, she had fifty-six 42-pounders (19 kg), twenty-six 32-pounders (15 kg), and eight 8 in (200 mm) cannons, for a total of 90. Considered by many the most powerful naval vessel then afloat, North Carolina served in the Mediterranean as flagship for Commodore John Rodgers from 29 April 1825 18 May 1827. In the early days of the Republic, as today, a display of naval might brought a nation prestige and enhanced her commerce. Such was the case as Rodgers’ squadron which laid the groundwork for the 1830 commercial treaty with Turkey opening ports of the Eastern Mediterranean and the Black Sea to American traders. After a period in ordinary at Norfolk, North Carolina decommissioned on 30 October 1836 to fit out for the Pacific Squadron, the one other area where ships of her vast size could be employed. Only the Mediterranean and the western coast of South America at that time offered ports which could accommodate ships of great draft. Again flagship of her station, flying the pennant of Commodore Henry E. Ballard, North Carolina reached Callao, Peru on 26 May 1837. With the War of the Confederation raging between Chile and Peru, and relations between the United States and Mexico strained, North Carolina protected the important American commerce of the eastern Pacific until March 1839.
